What it means

Hz is how many times per second your monitor can redraw; FPS is how many frames your PC is feeding it. They're two different taps on the same pipe.

A 144 Hz monitor can show up to 144 frames a second — push 300 FPS into it and the extra frames don't appear, though they can still lower input lag. Push 40 FPS into it and you only see 40. Matching the two well (via VRR and a sensible cap) is where smoothness comes from, not chasing the biggest possible FPS number.
