What it means
Hz is how many times per second your monitor can redraw; FPS is how many frames your PC is feeding it. They're two different taps on the same pipe.

A 144 Hz monitor can show up to 144 frames a second — push 300 FPS into it and the extra frames don't appear, though they can still lower input lag. Push 40 FPS into it and you only see 40.
