What it means

How many times per second your mouse or keyboard reports its position to the PC, measured in Hz. A 1000 Hz mouse checks in 1000 times a second.

Higher polling makes motion feel a touch crisper because updates arrive more often, and 1000 Hz is the long-standing sweet spot. Very high rates (4000–8000 Hz) exist but can raise CPU use for a difference most people can't feel. It's one ingredient in input latency, not the whole recipe.
