What it does
Forces Windows' interrupt timer to its finest interval system-wide.
The honest verdict
This one does change things you can measure — just not reliably for the better, which is why it isn't a free win. A minority of systems get slightly steadier lows, some get worse, many see no change, and it raises idle power draw the whole time the timer is pinned; on a few specific older games it can also lift an odd frame-rate ceiling. Because the effect is inconsistent and comes with that cost, treat it as a measure-and-revert experiment, not a set-and-forget tweak: change it alone, watch your own numbers, and put it back unless it is clearly better on your machine.
